Abstract
In the Argentina of the late 20th century, communication and information networks development became broad and accelerated, with diversification and geographic expansion of services. Internet expands massively and new local developments are favored, fundamentally linked to the software. These changes occurred with the Reform of the State in 1990’s and the digital technology revolution, which gave new impetus to the demands of the privatized companies and financial sector. In this context, the State acts mainly to “guarantee” and to promote links between private actors. The sector of information and communication technologies was positioned in the external market from 21st century. Then, the State proposes various incentives for the development of communication and information networks and technologies. Based on the study of public policies implemented in the sector, this paper investigates technical network and services expansion.
