The defensive strike in dams in southern Brazil: a perspective from workers and the union

Abstract
This ongoing research analyzes the motivations and developments of a defensive strike organized by dam workers in a complex of Small Hydroelectric Plants (SHPs) located in the central region of the state of Rio Grande do Sul, Brazil, in the post-2016 period. Precarious working conditions and corporate negligence regarding compliance with labor legislation emerged as central factors for the mobilization of the working class in this sector in 2022. Within this context, we identify expressions of solidarity among workers in a scenario marked by neoliberal policies, strong individualism, and the continuous withdrawal of labor rights, driven by flexibilizing reforms, union weakening, and the commodification of water resources, amidst right-wing and far-right governments in the country. Thus, we discuss dam workers’ resistance in a context that tends to discourage and weaken collective action. Based on a case study, the research addresses both the objective and subjective interests involved in labor conflicts and in the forms of solidarity among workers, using a methodology that includes interviews with different professional categories employed in the projects, direct observation at construction sites, and document analysis.
